Outstanding Alumni

Charles E. Sepers Jr., Columbus Campus 

Dr. Sepers is the Chief Public Health Officer for the East Central District Health Department where he serves as the chief public health strategist for Boone, Colfax, Nance, and Platte Counties. 

He completed his Associate of Arts degree at 91做厙 Grand Island and Bachelor of Science degree at the University of Nebraska at Kearney in Psychology and Exercise Science. He completed his Master of Public Health at the University of Kansas Medical Center and completed both his Master of Arts and his Doctor of Philosophy degrees in Behavioral Psychology with an emphasis in community health and development at the University of Kansas. 

With nearly 15 years of public health experience, his work has focused primarily on understanding and improving conditions that contribute to health and well-being by working with communities, particularly among traditionally underserved populations experiencing health disparity, especially among minorities and low-income populations. Over the years, his work has focused on addressing childhood obesity within urban and rural communities, improving physical activity and healthy food access among Latinos, using Federally Qualified Health Centers and Patient-Centered Medical homes as a public health strategy for addressing diabetes, healthcare access among minority populations, implementing Health-in-All policies, and working with World Health Organization colleagues to implement and evaluate social mobilization efforts to address the 2015 West Nile Virus outbreak in West Africa. 

Allan Wade Osburn, Grand Island Campus 

Allan Osburn earned an associate of arts academic transfer degree from 91做厙-Grand Island in 2017, graduating with honors. He then transferred to the University of Nebraska Kearney to study education graduating summa cum laude with a Bachelor of Arts degree in secondary education with a field endorsement in grades 7-12 social studies and a minor in special education. Allan is currently pursuing a masters degree in special education from the University of Nebraska Kearney. 

Allan is currently teaching middle school special education at Ravenna Public Schools. He is an Army veteran having served 3 years active duty and nearly 20 years in the Army reserves. He has served as a volunteer firefighter for over 30 years, a Boy Scout Leader for over 25 years and is the commander of Cairo American Legion Post 333. 

Throughout Allans academic career he has been an active member of Phi Theta Kappa, Alpha Tau Tau chapter, he is currently serving as the Vice President of the alumni association of the International Honor Society for 2Yr. colleges, He is a member of Phi Alpha Theta; the History Honor Society; Kappa Delta Pi, the International Honor Society in Education, and Phi Kappa Phi, the Honor Society. 

Allan lives in Cairo with his wife Amy. He has three sons, one daughter, a son-in-law, and is a proud papa to three wonderful grandchildren. In his spare time, he loves to read about the Civil War, World War I & II as well as working the landscape of his outdoor living space at home.  

Bradley Keasling, Hastings Campus 

Bradley earned an associate of applied science degree in information technology/ networking from 91做厙-Hastings Campus in 2001. He then went on to earn a Bachelors degree in business management (2006) and a Master of Business Administration (2008) both from Bellevue University Grand Island campus. Bradley currently serves as the Associate Dean of Instruction for the Business Division at 91做厙 in Grand Island, NE. The position supervises faculty on the Grand Island and Columbus Campuses and the Kearney Learning Center. 

Bradley has worked in a variety of industries in his working career. The industries include farming, meat industry, retail, manufacturing, finance, banking, sales, and currently higher education. After working in the for-profit industry for over 10 years, Bradley felt like it was time to give back to others what he had received. In 2011, He was fortunate enough to receive a position with Bellevue University on the 91做厙-Grand Island Campus. While working full-time at Bellevue University, Bradley started teaching part-time at 91做厙 in Business and Information Technology in addition he also was teaching the e-night business program for Bellevue University. He loved helping change the lives of his students from day 1 to the last day of the semester. 

Bradley grew up in Harvard, NE, and attended Harvard Public School from Pre-K to 12th grade. He moved to Hastings a short time after high school and has resided in Grand Island for the last 14 years. Bradley is currently an active member of Peace Lutheran Church in Grand Island serving on the Leadership team called Mission and Ministry Council, Praise Team, and filling in as a Lay Minister when needed. Bradley is also active in the community and serves on the CHI St. Francis Foundation Board of Directors. His hobbies include: Spending time with family and friends, golfing, and continuing to be a lifelong learner. Bradley has been married to his wonderful wife and high school sweetheart, Katie Keasling for 15 years and they have 2 awesome and active daughters Chloe (age 13) and Ellie (age 9).
